State Council issues overall plan for pilot FTZs in Yunnan and others
The State Council of the People’s Republic of China recently issued the Overall Plan for the Six New Pilot Free Trade Zones (FTZs).
The overall plan points out that the establishment of pilot FTZs in the six Chinese provinces and autonomous region of Shandong, Jiangsu, Guangxi Zhuang Autonomous Region, Hebei, Yunnan and Heilongjiang is a major decision made by the CPC Central Committee and the State Council, representing a crucial move to push ahead China’s reform and opening-up in the new era.
The plan also includes distinctive and differentiated pilot reform tasks and local features of the pilot FTZs.
The Shandong Pilot FTZ puts forward specific measures to cultivate new models of trade, foster distinctive marine industries and explore sub-national economic cooperation among China, Japan and the Republic of Korea.
The Jiangsu Pilot FTZ puts forward specific measures to enhance overseas investment cooperation, strengthen financial support for the real economy, and support innovative development in the manufacturing sector.
The Guangxi Pilot FTZ puts forward specific measures to build smooth international transport routes, create a pioneering pilot zone for China-ASEAN cooperation, and develop a gateway port in China’s western region for land-sea connectivity.
The Hebei Pilot FTZ puts forward specific measures for facilitating international trade commodities, supporting the opening-up and development of the biomedicine and health sectors.
The Yunnan Pilot FTZ puts forward specific measures in 19 aspects, including building a major international corridor connecting South Asia and Southeast Asia, exploring new cross-border economic cooperation models in border areas, and stepping up international cooperation in science and technology.
The Heilongjiang Pilot FTZ puts forward specific measures to move faster with the transformation and upgrade of the real economy and build a transport and logistic hub towards Russia and Northeast Asia.
