The 6th Yunnan Conference on International Exchange of Professionals (YCIEP) was unveiled in Kunming on November 12. This event is themed “gathering joint wisdom, promoting common development”.
The conference, held both physically and virtually, includes a total of 13 special sidelines under three topics: “Introducing talents into Yunnan”,“Pooling wisdom for Yunnan prosperity”, and “Gathering talents to develop Yunnan”. It aims to attract domestic and international talents for the develompent of Yunnan.

Special welfare for talents
5,000 “Xingdian Pro-Talent Service Cards” to be issued
At the opening ceremony, Yunnan first issued the “Xingdian Pro-Talent Service Cards”. This year, the province will issue 5,000 “Xingdian Pro-Talent Service Card”
The cards are issued to high-end talents in Yunnan such as academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, winners of the National Science and Technology Progress Award, and candidates of the National Talent Program.
The card recipients can enjoy more 26 types of service in 12 areas ranging from medical care to child's schooling, spouse's employment, tax services and transportation.
“Yunnan Talent Introduction Workstation” to serve talents
On the same day, the “Yunnan Talent Introduction Workstation” was launched.
The workstation has four functions. The first is to introduce high-end talents or teams to Yunnan; The second is to recommend competitive innovative projects to the province; The third is to hold talent attracting and exchange activities; and the last is to provide publicity service on Yunnan talent development policies and its entrepreneurial environment.
Up to now, Yunnan has set up workstations in first-tier cities such as Beijing, Shanghai, Guangzhou and Shenzhen, as well as Harbin and Chengdu.
“The China Kunming Overseas Students Pioneer Park” to promote entrepreneurship and employment
The “China Kunming Overseas Students Pioneer Park” was opened on December 12. It’s the first overseas students pioneer park jointly established by Yunnan and the Ministry of Human Resources and Social Security.
By establishing the pioneer park, Yunnan aims at attracting more returned overseas Chinese students to set up startups and carry out innovation programs, so as to develop a batch of competitive innovation businesses operated by returned overseas Chinese students, to cultivate a batch of high-end talents who master modern enterprise management and are familiar with international operation rules, as well as to create jobs for college students.
“Introducing talents into Yunnan” job fair for job seekers
The “Introducing talents into Yunnan” job fair saw an offline participation of 27 organizations and more than 300 job seekers. These organizations were from Yunnan key industrial sectors like high-end manufacturing, digital economy, cultural tourism, green energy and plateau-featured agriculture.
During the online job fair on Nov.12, 216 companies provided 569 types of positions and 3,710 jobs. attracting 7,000 job seekers. The online recruitment will last to November 17.
Experts gather to discuss the development and innovation
“Wisdom Gathering Spring City” High-level Science and Technology Talents Signing Ceremony & Academicians and Experts Forum
Nearly 100 academicians, experts and representatives of enterprises and institutions had discussions on the roles of science, technology and talents in promoting industrial development and economic growth.
As of the end of 2021, Kunming had 1,769 Yunnan reserve talents and candidates for Yunnan cultivation programs for innovative talents in technology, a yearly increase of 126. The city also had 277 Yunnan innovation teams and 203 academician workstations.

In-depth discussions were carried out on the promotion of integrative development of “industry chain plus talent chain”.
Five experts delivered speeches on advanced equipment manufacturing industry, biomedical industry, bio-breeding industry, new energy automobile industry, and new material industry.

The forum was held both virtually and physically. Four sub-forums were held at the same time on the development of environmental and ecological science, life sciences and biomedicine, new materials and green energy, and education and frontier area respectively.
25 domestic and foreign experts and scholars, including Zhang Fusuo, an academician of the Chinese Academy of Engineering, delivered speeches and reports.
High-end forums on high-quality development
Yunnan Digital Economy Development Forum
Experts, scholars and entrepreneurs from home and abroad shared ideas on the development trend and prospect of digital economy, and discussed how to build “Digital Yunnan” both virtually and physically.
Experts suggest that Yunnan province adhere to the development concept of digitalizing resources and industries, and pursuit digital industrialization and governance, in order to seize opportunities in the areas of digital economy and industrial upgrade and promote efficient social governance.
Yunnan Green and Low-carbon Development Forum
Dialogues were held to exchange ideas on the green and low-carbon development of Yunnan province. Experts and scholars like Li Can, an academician of the Chinese Academy of Sciences and Zhu Youyong, an academician of the Chinese Academy of Engineering, as well as representatives of relevant government departments participated the discussions.
Forum on Innovative Development of Unmanned Systems for Police
Chinese experts and scholars shared their views on the development trend of air industry with unmanned system, safety standards for unmanned aerial vehicles, swarm intelligent combat, low altitude control and other application of unmanned system for police.
