The second part of the 15th meeting of the Conference of the Parties to the United Nations Convention on Biological Diversity (COP15) will be relocated to Montreal, Canada, on 7 to 19 December, with participation of the Chinese delegation that consists of Yunnan Provincial Government and other departments.

So, what results has COP15 achieved? What’re the Chinese efforts in holding the meeting and what’s the progress in its preparation?

Kunming Declaration matters

The first part of COP15 was held in the Chinese city of Kunming in October 2021, and it was attended by 5,000 plus delegates from over 150 signatory countries and more than 30 international organizations.

The COP15 meeting's theme is "Ecological Civilization: Building a Shared Future for All Life on Earth." It’s the first time that the UN Convention on Biological Diversity takes “Ecological Civilization” as a COP theme.

The Kunming Declaration is the main achievement in the High-Level Segment of the first part of COP15.

The declaration commits to ensuring the development, adoption and implementation of an effective post-2020 global biodiversity framework to reverse the current loss of biodiversity and ensure that biodiversity is put on a path to recovery by 2030 at the latest, towards the full realization of the 2050 Vision of Living in Harmony with Nature.

Elizabeth Maruma Mrema, executive secretary of the CBD, said:"The adoption of the Kunming Declaration, and the strong political direction provided by many ministers, has put us firmly on the path to the adoption of an effective global biodiversity framework that will engage the entire world in the task of putting nature on a path to recovery."

China coordinates parties for framework

Since the first part of COP15, China has hosted almost 40 meetings of the presidium of the Convention on Biological Diversity, providing arrangements and guidance for the preparation and negotiation of the Convention.

The view of Geneva.

At the two conferences of the working group on the post-2020 biodiversity framework held in Geneva and Nairobi, China’s presidency has endeavored to coordinate the parties for the agreement of the framework.

From December 15 to 17, the Chinese government will host the High-Level Segment of the second phase of COP15 meeting, focusing on the conclusion of the framework. The ministerial speeches will be delivered at the segment to call on more stakeholders to participate in the commitment of biodiversity conservation and build a shared future for all life on earth.

By November 15, ministers from 123 Parties and one observer (the United States), as well as 61 heads of international organizations and institutions, have confirmed their participation.

Part two of COP15 is ready

The Post-2020 Global Biodiversity Framework is the landmark achievement to be expected at the second phase of COP15, where China, as the presidency, will continue to lead the substantive and political affairs of the conference. The theme of “Ecological Civilization: Building a Shared Future for All Life on Earth” and the logo of COP15 will remain unchanged.

The view of Montreal.

China will send a Chinese delegation to Montreal, Canada for the second part of COP15, and the delegation will consist of those from the Ministry of Ecology and Environment, Ministry of Foreign Affairs, Yunnan Provincial Government and other departments. At present, preparatory work for the meeting is ready.

China will also attend the four COP15 parallel forums on cities, natural culture, commerce and science from December 11 to 13, while coordinating activities like sideline events and Chinese corners.
